The mother of the martyr, Sakina Khanim, spoke about her memories of her son, his bravery and heroism, and evaluated Elcan's life path as a true school of patriotism. Elcan Balabeyli was born on March 12, 1992 in Nakhchivan. He received secondary education at secondary school No. 15 in Nakhchivan city. Elcan Balabeyli continued his education at Heydar Aliyev Military Lyceum. Later, he received higher military education at Azerbaijan Higher Military School named after Heydar Aliyev. After completing his education, he served in the Armed Forces of Azerbaijan and rose to the military rank of "captain". was awarded with.

Heroically participated in the Civil War. He was awarded the medals "For the liberation of Fuzuli", "For the liberation of Khojavend", "For the liberation of Shusha", "For the Fatherland", "For military services", "Participant of the Patriotic War". The military serviceman of the Armed Forces of the Republic of Azerbaijan, Eljan Balabeyli, who showed high professionalism, courage and bravery in ensuring the integrity of the country, distinguished himself while performing his duties and tasks assigned to the military unit, was posthumously awarded the 3rd degree "For Service to the Fatherland" order and the "For Bravery" medal by the President of the Republic of Azerbaijan, Ilham Aliyev.  He was buried in Nakhchivan Martyrs' Alley.

Later, director of the Scientific Library of NDU, doctor of philosophy, associate professor Khumar Mammadova He spoke about how heroes like Elcan sacrificed their lives and raised their names to the height of martyrdom in order to see every stone and land of the motherland free.

At the end, the participants had a close look at the house-museum of martyr Elcan Balabeyli and other things that keep his memory alive. A portrait of the martyr was presented to the house-museum of the martyr on behalf of the NDU Scientific Library.
