Decree signed by the President of the Republic of Azerbaijan on additional measures to optimize the activity and efficiency of scientific institutions subordinated to the Ministry of Science and Education of the Republic of Azerbaijan on the systematic and beneficial integration of science and education in our country The continuation of targeted reforms is the next important step taken in this direction. The separation of science and education as special directions in the former Soviet Union has led to a weakening of the relationship between these fields, which are always united. With this, the opportunities to apply the important results obtained in scientific institutions to practice, and the opportunities of higher education institutions to theoretically, continuously and systematically enrich practical educational activities have been limited. The decrees and decisions signed by Mr. President in recent years with the aim of integrating the activities of science and educational institutions have created an opportunity to eliminate this gap and expand the scientific research opportunities of higher education institutions. While taking these steps, the potential of a number of higher education institutions in the country to become research universities was assessed. One such university is Nakhchivan State University, which is considered one of the leading higher education institutions of our country.  This step will not only increase the scientific potential of the university, but also increase the quality of education, and at the same time will make an important contribution to the development of Azerbaijani science. It should be taken into account that in the world experience, scientific research institutes in universities not only perform the function of conducting scientific research, but also occupy an important place in terms of applying the obtained results to the educational process. These institutes not only contribute to the scientific activity of universities, but also play a major role in applying innovative approaches in the field of education. From this point of view, in all three scientific institutions that will be included in the structure of Nakhchivan State University, the scientific potential that can successfully perform this process has been formed. This scientific potential will further enrich the scientific results of Nakhchivan State University, which have been increasing in recent years. It should be noted that Nakhchivan State University attracts attention with its positive scientific results in recent years. The Scientific Library of the University is rich with more than 170 thousand books, monographs, textbooks, periodicals, dissertations and other valuable printed materials. These resources form a large scientific base for students and academic staff. In 2024, 2,596 new books with 1,327 titles were added to the library, and electronic forms of 2,674 books were prepared. At the same time, researchers have access to six databases provided by Clarivate and international electronic databases such as EBSCO, Clarivate, and Taylor&Francis. This was done based on articles published in prestigious and impact factor journals, elmmetric indicators, H index and reference numbers. In addition to applying differential salary at the university, active scientists were awarded a certain amount of financial rewards for each scientific publication indexed in authoritative databases. Such steps stimulate scientific activity in the university and lead to higher results of the academic staff. These collaborations have made it possible for the university to become more recognized in the international world, to deliver its scientific research to a wider audience, and also to participate in international projects. In 2024, a number of important scientific results were obtained by the scientists of the university, which were applied to teaching and production in various forms, such as monographs, textbooks, articles published in international and national journals. These studies are focused not only on the expansion of theoretical knowledge, but also on practical activity. In 2024, the number of scientific publications of the university in the Scopus and Web of Science databases increased significantly, especially the number of articles published in the Scopus database is more than the sum of all publications in these databases in 2019-2023. This shows that the international scientific relations of the university are strengthening and the scientific potential of the country is growing even more. Among the goals set by our university in 2025, strengthening the activity of scientific research centers and laboratories, strengthening the material and technical base, increasing the efficiency of scientific work and expanding the application of results in education and production are defined as priorities. 14.0pt">Thus, subordination of the Institute of Natural Resources, Institute of Bioresources and Batabat Astrophysics Observatory is the great trust shown by the head of the country to Nakhchivan State University. This will further strengthen the scientific development of the university, the scientific potential of the academic staff and students, and international scientific cooperation.

These scientific institutions will greatly contribute to the development of natural resources, biological resources and space research of Nakhchivan by further enriching the scientific profile of the university. We believe that the Institute of Natural Resources joining the Nakhchivan State University will strengthen the scientific research in the field of space research and bring new achievements to our science.
