A consultation on Finance and Procurement strategy was held at Nakhchivan State University. At the event, the rector of the university, Elbrus Isayev, emphasized that the funds allocated to the university within the framework of the "State Program for the socio-economic development of the Nakhchivan Autonomous Republic for 2023-2027" were used effectively. It was noted that during 2024, priority was given to the principles of transparency and efficiency in the financial management of the university, modern teaching and research equipment was obtained by applying various procurement methods. In his speech, the rector specifically noted that the financial support provided by the Ministry of Science and Education of the Republic of Azerbaijan to the university made a significant contribution to the development of teaching and research activities. Also, the application of international accounting standards has been started and new mobile applications in the field of financial technologies have been launched. Safarali Abdullayev said that in addition to the management of wages, social insurance, tax and other payments, the chair attached importance to transparency and accuracy in activities such as control of debts and receivables, provision of travel and vacation payments. Noting that the main goal for 2025 is the preparation of financial reports in accordance with international standards, Safarali Abdullayev said that the reports will be neutral, transparent, accurate and reliable, and the application of financial processes in accordance with conceptual principles will be continued. In 2024, procurement processes were implemented based on the principles of clarity and efficiency. Purchase of modern equipment and other special supplies covering various fields of the university was ensured and steps towards optimization of supply processes were carried out within the framework of existing standards. He emphasized that the main priorities for 2025 are the implementation of innovative approaches in procurement procedures, improvement of technological infrastructure and continuous provision of quality supplies. The integration of international supply standards and the expansion of cooperation are also planned. Talking about the budget-based action plan for 2025, he noted that the application of the student-oriented educational approach in all departments and the improvement of the teaching content according to the labor market are among the main priorities. He emphasized that it is planned to focus on increasing the quality of programs with new content, organizing experiments, presenting projects to international grant programs, and organizing intensive courses to improve English language skills of academic staff and students. Rajab Jafarli said that it is planned to establish a Software Engineering Institute at the university, organize Scopus-based international conferences, and promote the publication of scientific articles in "Web of Science" and "Scopus" magazines.
