Əliyev Vüqar İsmət oğlu 1971- ci ildə Bakı şəhərində anadan olmuş, 1988- ci Ukraynanın Paltava şəhərində yerləşən Paltava dövlət Tibb Stomatoloji İnsitutunun Stomatologiya ixtisasına qəbul olmuş və 1993- cü ildə həmin ixtisası fərqlənmə diplomu ilə bitirmişdir. 1993-1994-cü illərdə Türkmənistan dövlətinin Aşqabad şəhərində yerləşən Elmi İstehsalat Birliyində həkim –laborant vəzifəsində, 1994-2000-ci illərdə Ukraynanın Paltava şəhərində yerləşən, Ukrayna Stomatoloji Akadamiyasının Ortopedik Stomatologiya kafedrasında baş laborant ,daha sonra isə assistent vəzifəsində, 2003-2010-ci illərdə Evradent MMC Özəl Stomatoloji Klinikasında direktor , 2012-2022-ci illərdə SSN Medical Stomotoloji Özəl klinikasında həkim –stomatoloq, 2020-2022 –ci illərdə Azərbaycan Tibb Universitetinin Ortopedik stomatologiya kafedrasında saathesabı müəllim vəzifəsində işləmişdir. 2022- ci ilin fevral ayından Naxçıvan Dövlət Universitetinin “Stomatologiya” kafedrasında 0.5 ştat müəllim vəzifəsində işləyir.
